I asked the product team about it - they said its because you used the same phone # besides many times. I don't know how long you need to wait for it to "clear."

"This mistake message means the user had used the same telephone number beyond multiple accounts (either signing upward or restoring suspended accounts) in a brusk period of time (last few days/weeks). "

I had the same problem over a couple of days, and I tried it once again and again to unblock my account / creating a new countersign many times, etc.  just finally I saw e'er "your account is temp. suspended ...  -  Usage limit exceeded. Try again tomorrow."

the solution for me:

I used a different phone number (from a friend) for sending/receiving a new unblock lawmaking

the reason for blocking my account was an issue with my security settings / notification by: my phone number,

which I used temporarly for a second microsoft account also,

so the first thing I did after reactivating my account, was to customize my security settings (notification by alternate email merely)

the solution for me:

I used a unlike phone number (from a friend) for sending/receiving a new unblock code

the reason for blocking my account was an consequence with my security settings / notification past: my phone number,

which I used temporarly for a 2nd microsoft business relationship too,

and then the first thing I did later on reactivating my account, was to customize my security settings (notification by alternating email simply)

This is really helpful! I tried with another telephone number, it worked! I have used my phone number to register a few Microsoft accounts to test my app. Probably that is why it said Usage Limit Exceeded.
